Portugal opens 2026 fully funded scholarship applications for international students

The Government of Portugal has opened applications for its 2026 fully funded scholarship program.

The initiative offers international students the opportunity to pursue undergraduate, master’s or doctoral degrees at universities across the country.

Funded by the Portuguese government and supported through the European Union’s NextGenerationEU initiative, the program aims to strengthen global academic partnerships and expand access to high-quality education in Europe.

The application deadline is Sept. 30, 2025.

What the scholarship covers

Selected students will receive a comprehensive financial aid package that includes:

  • Full tuition coverage

  • €1,250 monthly stipend

  • Health insurance and visa support (depending on university policies)

  • Instruction in English or Portuguese, depending on the program

  • Cultural immersion and academic access to Portugal’s leading universities

Eligibility

The program is open to applicants from all nationalities who meet the following criteria:

  • Must be a citizen of a country outside Portugal

  • Must meet academic qualifications for the level of study:

    • Bachelor’s: Completed secondary education

    • Master’s: Hold a bachelor’s degree

    • Ph.D.: Hold a master’s degree

  • Must provide proof of English or Portuguese language proficiency

  • Must demonstrate strong academic performance and motivation

Required documents

Applicants must prepare and submit the following materials:

  • Completed application form

  • Academic transcripts and relevant degree certificates

  • Language test scores (TOEFL, IELTS, or equivalent)

  • Personal statement or motivation letter

  • Updated curriculum vitae (CV)

  • Two letters of recommendation

  • Valid passport copy

  • Recent passport-sized photograph

  • Additional documents as required by the chosen institution

Areas of study

Scholarships are available at both public and private Portuguese universities offering accredited programs in fields such as:

  • Engineering and Technology

  • Business and Economics

  • Environmental Studies

  • Social Sciences and Humanities

  • Natural Sciences

  • Public Policy and International Relations

How to apply

Interested candidates are encouraged to:

  1. Research available programs and institutions in Portugal

  2. Collect all required application documents

  3. Write a compelling motivation letter

  4. Submit a complete application via the official government portal by Sept. 30, 2025
